Post-Independence institutional changes:
police, justice and information in Court Journals

After Brazil’s Independence, discussions about the necessity of institutional changes to adapt the newly born State to the rule of law gained momentum in parliament and in the periodical press. A similar process had also taken place in relation to the police. Based on speeches published in some journals of the Imperial capital, we show in the paper how relevant police issues were in the organization of the State at the end of the First Reign and at the beginning of the Regency. We postulate that the implementation of ideals linked to political liberalism had a close relationship with the process of mixing and accommodating widely old and modern practices, the same applying to the police as an institution. Furthermore, we aim to demonstrate the role given to information as a fundamental element for the exercise of power in the institutional dynamics that was about to take shape.
