The National Regulation of Labor in the Children´s Code. Legislation, Dissent and Social Reactions (1925-1930)

Unlike other studies that situate the theme in the dynamics of the labor movement, the present article is interested in the polyclassist movements that emerged against the first national legislation of child labor. In the period studied, the theme moved from the field of public health towards the protection and assistance of underprivileged minors. Against the presumption that there was consensus on the regulation of the inclusion of labor law in the social legislation, our historical sources show that, in fact, the promulgation of the Children’s Code of 1927 caused several social reactions against its application. The top-down attempt to impose a broad set of abstract norms clashed with deeply rooted traditional mentalities and practices, causing disorder and social upheaval.
