Epitácio Pessoa (Umbuzeiro, May 23, 1865 - Petrópolis, February 13, 1942), an honorary member, benefactor and honorary president of IHGB, was an eminent jurist in the fields of international, private and constitutional law. About a century ago, Pessoa, who had been Justice of the Brazilian Supreme Court and was then President of the republic, presented to the Brazilian Senate a legal opinion commenting on the effects of art. 72, § 29 of the 1891 constitution on the (im)possibility of Brazilian citizens to receive foreign decorations. Due to its historical and doctrinal relevance, we reproduced his opinion here with some comments and notes.
